Born 18 January 1893, the second son of Lieut. Col. Charles Arthur Wynne-Finch of Foelas and Cefnamwlch, Caernarfonshire, and his wife Maud Emily (née Charteris). He was educated at Eton College and joined the Scots Guards (2nd Lieut., 1912; Captain, 1916; Major, 1923; Lieut. Col., 1931; Colonel, 1935). He served in World War I and was twice wounded and won the M.C. in 1916. He served in the Egyptian army 1919-25 and the Sudan Defence Force 1925-26 and was honoured with the Order of the Nile. He returned to act as commander of the second battalion of the Scots Guards, 1931-35. He served in World War II as a training officer attached to the Territorial Division in London, and as Lieut. Col. commanding the Scots Guards.

He took an intelligent interest in agriculture and in his estates; he was president of the Royal Welsh Agricultural Society. He was chairman of the Caernarvonshire agricultural education committee and played an important role in establishing the College of Agriculture at Plas Glynllifon. In 1945 he was appointed Lord Lieutenant of Caernarvonshire, and held office until 1960. As Custos rotulorum and Chief Magistrate he laid great stress on the preservation of the county's archives. He took a prominent part in establishing the county record office in 1947 and it was under his chairmanship of the County Records Committee that the Calendar of the Caernarvonshire Quarter Sessions Records 1541-1558 was published in 1956. He was president of the Caernarvonshire Historical Society from 1957 until his death. He fulfilled a number of other offices in the administrative and public life of the county. He was knighted in 1960 and died on 16 December 1961. He married in 1929 Gladys, daughter of John J. Waterbury and his wife, of New Jersey, U.S.A. They had no children.
