Born 20 April 1893, son of Captain Thomas Lewis and Elizabeth (née Jones) his wife, Manor Hall, Aberaeron, Cardiganshire. He was educated locally and at Ardwyn School, Aberystwyth, before joining an insurance firm, eventually becoming insurance manager of a branch of the Alliance Assurance Co. in the West End of London. He was a member of the Court of Assistants of the Worshipful Co. of Horners and received the freedom of the city of London. He served on the economic committee of the Road Research Fund and was an active member of the National Liberal Club, being the vice-president and a trustee at the time of his death. As a prominent figure in London - Welsh life he maintained an interest in Welsh matters, being elected vice-chairman of the Welsh Advisory Council of the National Trust, and High Sheriff of Cardiganshire in 1949. He assisted Sir John Cecil-Williams and Sir Wynn Wheldon with the financial aspect of the appeal launched in 1937 to publish the Dictionary of Welsh Biography, and he succeeded T. D. Slingsby-Jenkins as treasurer of the Honourable Society of Cymmrodorion in 1950.

On 8 September 1924 he married Eleanora Margaret Evans in Charing Cross Chapel, and they had two daughters. He died at his home in Ealing on 24 August 1952.
